i don't think this is only at lackland and i don't think it's only in the air force. i don't think it's only in the military. i think it's a societal problem that we cannot fix, a societal problem we can address this you were the air force problem and i know in talking to general dempsey and the other chiefs, they are also looking at all of the branches of the military. how are you acknowledged that what was being done at that time was not adequate to reverse the trend? what are your thoughts on how the air force can reverse the trend? do you have some specific examples other than what you have mentioned already that still need to be done? >> mr. chairman i think there are a lot of things that can be done and we need to be doing them from now until the air force quits being an institution. the biggest thing is committing to dealing with people on an individual level every day by every supervisor and commander. i don't think institutional directives will solve the problem. i think caring more for every airmen would solve the problem. we have tried a number programs and

i was at lackland and i covered that story. the military has a huge sexual abuse problem. 19,000 service members each year report they're victims of sexual abuse and they had a very hard time getting their hand around it. you heard the testimony today called a cancer. secretary panetta has called it an invisible cancer, an invisible epidemic. this is not unlike what we saw in the persian gulf war, women served in combat, some died, and there was the tail hook scandal, and this is an all-male, testosterone-driven ethos, and we are going to open up other positions to women. i suspect secretary panetta in thinking about this had two data point. one is he's got the sexual abuse problem pain lot of them disproportionately toward women, these attacks. and he thinks the ethos of the services may be somewhat the cause of that. secondly, he looks at gays in the military. they've gone through a decade of don't ask, don't tell. lifted the ban on gays openly serving in the military and the response from the rank and file was a collective s

we have a problem in many places, lackland airforce base was the topic yesterday of the hearing where we had military training instructors who took advantage of young trainees, 17, 18, 19 years of age, and assaulted them, raped them, had sex with them, and clearly, we have to do more to make sure that they are kicked out of the military, that we don't have sexual predators preying on young recruits, and that we take seriously the cases of rape as they come forward. i believe strongly that we need to take the chain of command out of the equation, which means that you would report it through the chain of command but to a separate entity that would have prosecution investigation power, and that would be independent. right now, the chain of command, your unit commander decides whether or not to move forwarar with the prosecution, and frankly, they are judge and jury with no legal training or jud judicial training and it does not work. >> i think a lot of people, their eyes would be opened. it's called "the invisible war." thank you so much. nice to see you. >> my pleasure. >> i'm going to
